I would suspect that for some of the older players looking for stability, the offer of two years might be the thing that gets the deal over the line.
No manager deliberately signs bad players, presumably Still believed his signings were going to be good for the club. Signing players is a two way negotiation otherwise you would sign all players on a one year deal with options at the club's discretion.

Still was probably looking for players on two years so that they could be part of a stable 2 year plan.
